Concurrently, charterers are urged not to press vessel owners to transit without Iranian consent, while foreign agencies (such as the US OFAC) warn that cooperating with local Iranian transit demands may violate larger sanctions laws. Combined with growing lethal drone and missile strikes on commercial shipping, the simultaneous burden of severe physical hazards and regulatory compliance quandaries is forcing fleets to cease transits or pay excessive war-risk fees.
