France and Germany Near Agreement to Ease EU’s 2035 Vehicle Emission Targets

BRUSSELS – France and Germany are close to reaching a deal to loosen the European Union’s projected carbon emission limits for new automobiles by 2035, with the goal of giving automakers more flexibility as costs rise and global competition heats up. The proposal requires manufacturers to decrease car CO₂ emissions by 90% from 2021 levels, without extra steps to offset the remaining 10%. The accord may also allow Britain to qualify for the EU’s “Made in Europe” car laws, subject to specific trade conditions. The proposed modifications, which still require EU approval, might impact electric vehicle uptake, automotive manufacturing, and the industry’s transformation.
