Scheduled Waste / Hazardous Waste Management During The Covid-19 Pandemic

The impact of COVID-19 is transforming the way we live from day to day. While national and local responses are mainly concerned with saving lives and the economy, hazardous waste management is equally important for reducing long-term dangers to human and environmental health. The appropriate handling of hazardous waste generated by these operations is becoming a growing issue. Disposal of hazardous wastes is one of the most important methods for preventing other infectious diseases and should not be neglected, but in the current epidemic, disposal presents unique challenges.

COVID-19 has had a significant impact on various aspects of our society, especially on waste management. Because waste management in developing nations is often not conducted in line with international regulations, there has been a rise in the quantity of potentially contaminated waste, necessitating extra, careful handling and treatment procedures. The waste generation industry that is most affected by Covid-19 is the disposal of clinical waste. The generation of clinical waste during the outbreak of the pandemic rose drastically.

Clinical waste is listed under Scheduled Waste by the Department of Environment Malaysia in the first schedule. According to the World Health Organization, COVID-19 patients’ clinical waste should be safely collected in designated containers and bags, treated, and then safely disposed of or treated, preferably on-site. If waste is carried off-site, it is critical to understand where and how it will be handled and removed. Everyone who handles healthcare waste should wear appropriate PPE (boots, apron, long-sleeved gown, thick gloves, mask, goggles, or a face shield) and practise hand cleanliness after removing the PPE.

With the recent discovery of the COVID-19 pandemic in late 2019, the necessity of appropriate waste management services has become even more sought after. Governments have taken some steps, but they are still insufficient. On the flipside, knowledge of the potential damage from clinical waste has to be instilled, not only among governments, medical professionals, and medical waste handlers, but also, the general public.

How to Apply for Scheduled Waste Collections?

Who are Waste Generators?

Any businesses or activities that produce or have hazardous waste as a by-product are waste generators. Hazardous waste has the potential to adversely affect public health and the environment.

There are 77 types of scheduled wastes listed under First Schedule of Environmental Quality (Scheduled Wastes) Regulations 2005 and the management of wastes shall be in accordance with the provisions of the above Regulations.

See the list of scheduled wastes here.

Malaysia’s Department of Environment (DOE) mandates all waste generators to be responsible for storing, treating and recovering scheduled wastes in a proper manner. These wastes can be contracted to Scheduled Waste experts who are licensed by DOE.

Can waste disposal be done in-house?

A license from DOE is required for on-site storage facility and recovery treatment, otherwise it is prohibited that the waste disposal be done in-house at Waste Generator’s premises.

So if you or your company are Waste Generators, how do you choose a suitable and proper Waste Collector Contractor?

  1. Identify your wastes to dispose and look for your waste codes here.
  2. Then contact your preferred Waste Collector Contractor and inquire about their plant capacity (how much they can take in per month) for your type of wastes.
  3. Also check that the contractor is licensed by DOE and adheres strictly to the Jadual Pematuhan.
  4. Request for a quotation with your existing inventory quantity to get a rough estimate.
  5. Lastly, inquire about the contractor’s concepts or practice when disposing waste. You have to make sure that the wastes are disposed of or recycled properly according to DOE’s standards.

What is Cradle to Cradle Recycling?

“Cradle to Cradle” is coined from the popular corporate phrase – “Cradle to Grave” which implies for everything that is produced must be disposed. However, Cradle to Cradle is a regenerative and sustainable approach that reflects on nature’s processes, where materials are circulating in a healthy and safe ecosystem. With this methodology in mind, we can create a waste-free environment that is efficient, holistic and economical. Michael Braungart, one of the founders of Cradle to Cradle design, says:

“We too should reintroduce everything we use back into the biological cycle.”

Waste is inevitable when human activities are involved. Do you know that there is no waste in nature? All wastes discharged by humans or animals are food to other organism, which may be broken down into benign, usable nutrients. The waste stream in nature is a natural recycling nutrient stream which makes a healthy self-sustainable ecosystem. So how do we ensure we have a circular ecosystem that is of a closed loop similar to the nature’s? – The first condition is to live in accord with the laws of nature and to think that waste could be useful for another purpose, mimicking the nature’s nutrient stream. Recycling is key; the idea is to manufacture and design products with a view to recycling when we have no further use for it.

At Pentas Flora, we are incredibly passionate about saving the earth as it is the roof that shields the entire human population. Therefore, we believe that a transformation that could save the earth is achievable and this is cemented in our mission to encourage greater sustainability awareness through our business. Our commitment is further magnified with our shared vision of combining innovation and technology to distinguish virgin reusable resources from wastes to ensure minimal environmental impact and maximized resource value. Ringing true to our “from cradle to cradle” philosophy, we appreciate the fact that our planet sustains us and if treated right, we trust it will grant us the stability to live in proper balance and stability.
